Ministry of Emergency Situations: floods in the region will occur in the first half of April. Floods and spring floods MES high water
Basic terms
Dangerous hydrological phenomenon- An event of hydrological origin or the result of hydrological processes arising under the influence of various natural or hydrodynamic factors or their combinations, which have a damaging effect on people, farm animals and plants, economic objects and the environment.
Dangerous (natural) hydrological phenomena include phenomena (during floods, floods, congestion, floods, surges, etc.) accompanied by high level water in reservoirs (lakes, reservoirs, ponds) and watercourses (rivers, canals, streams) exceeding particularly dangerous (critical) water levels for specific settlements and economic facilities.
Flood- a phase of the river’s water regime, which can be repeated many times in different seasons of the year, characterized by an intense, usually short-term, increase in flow rates and water levels and is caused by rain or snowmelt during thaws.
Catastrophic flood- a flood of outstanding magnitude and rare in frequency, which can cause casualties and destruction.
High water- a phase of the river’s water regime that repeats annually under given climatic conditions in the same season, characterized by the highest water content, a high and prolonged rise in the water level, and caused by snowmelt or the combined melting of snow and glaciers.
Flood- flooding of the territory with water, which is a natural disaster. Flooding can occur as a result of a rise in water level during a flood or flood, during a jam, a jam, due to a surge at the mouth of a river, as well as a breakthrough in hydraulic structures.
Congestion- accumulation of ice floes in the river bed during ice drift, causing constriction of the water section and an associated rise in the water level.
Wind surge- rise in water level in sea mouths large rivers, as well as on the leeward coasts of seas, large lakes and reservoirs, caused by the impact of wind on the water surface.
Zazhor- accumulations of slush with the inclusion of fine ice in the river bed, causing constriction of the water section and an associated rise in the water level.
Flooding- covering the territory with water during high water or floods.
Catastrophic flooding- a hydrological phenomenon that occurs as a result of damage or breakthrough of a large hydraulic structure, accompanied by the formation of a breakthrough wave, significant flooding of the area, damage and destruction material assets, causing damage environment, as well as the emergence of a real threat of mass death of people and farm animals.
Flooding- an increase in the groundwater level, disrupting the normal use of the territory, the construction and operation of facilities located on it.
Monitoring of hydrological phenomena- constant monitoring of the state of water bodies (seas, rivers, reservoirs), carried out visually and by measuring the necessary parameters (water levels and flow, ice thickness and snow cover, amount of precipitation, air temperature, etc.).
Rules of conduct in case of threat of flooding and flooding of courtyard areas
Take preventive measures - create seals in the doorways and windows of the basement, ground and first floors;
Clear debris from drainage ditches in the area of your home;
Close ventilation openings in basements to prevent the entry of external surface water;
Empty basements of property and food;
Provide for the removal of animals and birds from flooded premises to a safe place;
Prepare walkways, boards and supports for them to create passages to the house and outbuildings in flooded areas;
Compile in advance a list of documents, personal belongings and property needed in case of evacuation;
Pack the backpack with the necessary warm clothes, a two-day supply of food and water;
If flooding occurs and the identified causes, please report by phone 101, or from mobile phone 112.
Rules of conduct in a flash flood zone during a flood
Quickly assemble necessary documents, valuables, medicines, food and other necessary things.
Provide assistance to children, disabled people and elderly people. They must be evacuated first.
If possible, leave the flooded area immediately.
Before leaving the house, turn off the electricity and gas supplies, and turn off the fire in the stoves. Close the windows and doors; if you have time, cover the windows and doors of the first floor with boards (boards).
Release livestock.
Go up to the upper floors. If the house is one-story, occupy the attic space.
Until help arrives, stay on upper floors, roofs, trees or other elevated areas and signal to rescuers so that they can quickly locate you.
For self-evacuation, use boats, boats, rafts made of logs and other available materials. You should not travel in a car or motorcycle; a raging stream of water can knock them over.
Once in the water, remove heavy clothing and shoes and look nearby for objects that you can use until you receive help.
After the water recedes, beware of broken or sagging electrical wires.
Before entering your home after the water has subsided, take precautions: first open the doors and windows for ventilation, do not use open fire until ventilation (explosion and fire concentrations of gases are possible), do not turn on lighting and other electrical appliances until the electrical networks are in good working order.
Flood Rules
The most in an efficient way Flood protection is evacuation.
Before evacuating, to protect your home, you should turn off water, gas, electricity, extinguish burning heating stoves, move valuables and objects to the upper floors of buildings (attics), remove agricultural equipment to safe places, close (upholster if necessary) windows and doors of the first floors houses with boards and plywood.
When receiving a warning about the start of evacuation, you must quickly collect and take with you passports and other necessary documents (put them in a waterproof bag), money and valuables, a first aid kit (medicines), a set of outerwear and shoes for the season, warm underwear, toiletries, supplies food for several days. Things and food should be placed in suitcases, backpacks, and bags.
All evacuees must arrive by the specified routes (usually the shortest) by the specified time for the announced collection point to be registered and sent to safe areas.
Upon arrival at the final evacuation point, registration is carried out and placement of the population in places for temporary residence is organized.
In the event of a sudden flood, it is necessary to occupy the nearest safe, elevated place as quickly as possible and be prepared for an organized evacuation by water using various watercraft or on foot along fords.
It is important not to panic, not to lose composure, and to take measures that allow rescuers to promptly detect the presence of people cut off by water and in need of help. During daylight hours this is achieved by hanging on high place white or colored cloth, and at night - by giving light signals. Until help arrives, those in the flood zone should remain on the upper floors and roofs of buildings, trees, and other elevated places.
You must stay in safe places until the water subsides.
For self-evacuation, you can use boats, cutters, rafts made of logs and other available materials. During a flood, you should not continue driving in a car or motorcycle; the raging flow of water can overturn them; it is better to leave the vehicle.
After the water has subsided, you should beware of torn and sagging electrical wires; it is strictly forbidden to use food that has fallen into the water, and to drink water without appropriate sanitary inspection.
Before entering your home after a flood, you must take precautions: you must first open the doors and windows for ventilation, and before that you must not use open fire (explosion and fire concentrations of gases are possible), and you must not turn on lighting and other electrical appliances until the electrical networks are in good working order.
Rules of conduct after flooding
Before entering the building, make sure there is no significant damage to the floors and walls
Ventilate the premises to remove accumulated gases
Do not use open flame sources until the premises have been completely ventilated and the gas supply system has been checked for proper operation.
Check the serviceability of electrical wiring, gas supply pipes, water supply and sewerage
Dry the room by opening all doors and windows
Do not eat food that has been in contact with water.
What to do if a person is drowning
Throw a floating object to a drowning person, encourage him, call for help. When getting to the victim by swimming, take into account the current of the river. If the drowning person does not control his actions, swim up to him from behind and, grabbing him by the hair, tow him to the shore.
