The standard working time for 2018 is the total volume of days and hours to be worked during certain period every employee. It is convenient to track the standard using the production calendar. It provides monthly calculations of working days, weekends, holidays and norms of working hours for working weeks of different lengths. The basis for deducing standard values is the provisions of the Labor Code of the Russian Federation and Order of the Ministry of Health dated August 13, 2009 No. 588n “On the procedure for calculating working time standards.”
Standard working hours 2018
Determining the working standard is necessary for making monthly payroll payments. If the amount of time worked according to the timesheet meets the standard, the employee can expect to receive the full amount of remuneration specified in the employment contract. If the hours worked are less than the norm, the amount of salary and related allowances will be reduced in proportion to production.
Current standard working hours for 2018 – table:
The standard working time for the 2018 reporting year, broken down by month, varies due to the unequal length of working weeks for different categories of personnel. In the standard version, the weekly work rate is 40 hours (8 hours daily with two days off, one of which is on Sunday). For some groups of employees, the employer is required to establish a reduced working time - 36 hours per week or 24 hours (with daily work of 7.2 and 4.8 hours, respectively).
Independent calculation of the working standard may also be necessary if the enterprise employs minor workers. The limit values for the duration of daily work for them are determined by Art. 94 Labor Code of the Russian Federation.
The monthly working hours for 2018 are lowest in January. This is due to the long New Year holidays. There is one public holiday in February; before this date, the working day for all employees must be shortened by 1 hour.
The length of working hours is also affected by the postponement of weekends and holidays. For 2018, the list of such transfers was approved by the Government in Resolution No. 1250 dated October 14, 2017. The standard working hours for March 2018 takes into account the holiday and the transfer from January 6. Due to this, two additional days of rest and one shortened working day were formed during the month.
The work schedule in April was also adjusted by postponements. In May there are long weekend breaks that are typical for this month.
The working time standard for June 2018 contains a transfer of days off, implemented within one month. The hourly work standard is set taking into account public holiday June 12 and a shortened shift the day before (20 working days x 8 hours in each working day - 1 hour shortened before the holiday = 159 hours per month).
The working time standard in July 2018 does not have any “holiday” nuances; it reflects only full working days. Let's look at an example of calculating the July standard:
- in relation to a basic 40-hour week – 176 hours (22 working days x 8 hours of daily work);
- for a 36-hour weekly output, the standard is 158.4 hours (22 working days x 7.2 hours of work per day);
- with a 24-hour weekly norm, the hourly working time per month will be 105.6 hours (22 working days x 4.8 hours of daily work).
The working time standard in August 2018 does not include holidays or shortened days. There are no additional days of rest in September-October. There is one holiday in November, but before it there is no reduction in working hours. In December there is an intra-month transfer and 1 shortened day on the 29th.
Formula for calculating standard working hours
The standard working time for a specific month is calculated using the following algorithm:
Duration of the working week in hours / 5 x Number of working days in a particular month according to the production calendar for a five-day working week - Hours by which working hours were reduced in the month in question on pre-holiday dates.
The annual standard of working time is calculated in a similar way, only the number of all working days in a year and the total annual number of hours by which work is reduced on holidays are taken into account.
It should be taken into account that the normal length of the working week should not exceed 40 hours, including during the “six-day work week” (Article 91 of the Labor Code of the Russian Federation).
Norm for cumulative accounting
When summarizing work time, the accountant must focus on the standards of the calculation interval approved at the enterprise, without linking it separately to each month. During one such interval, the employee’s time sheet may alternate between periods of overtime and underwork, and based on the total amount of hours for the required period, compliance with the standard is obtained.
For example, the standard working hours for 2018 in the date range from January to March with a 40-hour week are 446 hours (136 hours + 151 hours + 159 hours). The employee’s timesheets for the indicated months recorded the following data on work:
- in January 122 hours against the norm of 136 hours;
- in February 159 hours against the standard of 151 hours;
- in March, 165 hours were worked, which is 6 hours higher than the base rate of 159 hours.
As a result, in 3 months the person worked the required 446 hours (122 + 159 + 165), there is no overtime, the employee will receive the required salary.

What is the normal length of working time is a question that is important for both personnel officers and workers. According to the Labor Code of the Russian Federation, the norm is forty hours a week. This is the maximum that an employee can work in a week, both on a five-day and a six-day schedule.
The standard working day is 8 hours. Based on this figure, schedules are drawn up and the balance of labor time is determined. The monthly norm is easy to calculate based on the weekly norm. It should be taken into account that some categories of workers are supposed to work no more than 36 or 24 hours a week.
The number of working days (weekdays) in 2019 with a five-day work week is 247. The number of weekends and holidays is 118. Thus, the annual standard of working time for 2019 with a 40-hour working week is 1970 hours (40 hours: 5 days × 247 days – 6 hours).
How we will work and relax in 2020
The Ministry of Labor has determined how we will work and relax in 2020. The New Year holidays will be shortened, but the May holidays will be lengthened. The number of working days and hours in 2020 will be greater, and the number of days that need to be reduced by one hour will also change. With a shift work schedule, the duration of work still cannot exceed 40 hours per week. This is achieved by alternating days of work and rest according to the shift schedule. This procedure also applies to the twelve-hour day. Therefore, the standard working time for 2019 with a shift schedule, regardless of the length of the shift, is also 1970 hours (40 hours: 5 days × 247 days – 6 hours).
The monthly night time limit has not been established under the Labor Code. However, when working at night, the shift duration must be 1 hour shorter, that is, the employee must work a seven-hour shift. If, due to production needs, it is necessary to work an eight-hour night shift, then the employee must be paid overtime at one and a half times the rate.

Monthly hours for 2019
The monthly working hours for 2019 depend on the number of weekdays. For example, in October 2019 there are 23 such days, respectively, the number of working hours per month is 184 (23 x 8).
To calculate, the hourly duration of a working week (can be 40, 39, 36,30, 24, etc.) is divided by 5 and multiplied by the number of working days in a particular month. After this, the number of hours by which the total working day is shortened on the eve of the holidays is subtracted from the resulting value.
It turns out that the standard working hours per day or shift, depending on the length of the week, is as follows:
- with a 40-hour work week it will be 8 hours;
- at 39 – 7.8;
- at 36 – 7.2;
- at 35 – 7;
- at 24 – 4.8.
In 2019, there will be six pre-holiday days - February 22, March 7, April 30, May 8, June 11 and New Year's Day December 31. The duration of work on these days, as usual, is reduced by an hour. If a day off is moved to a weekday, this day will not be shortened.

When calculating the norms, do not forget about postponing weekends. If it turns out that a day off and a non-working holiday coincide, the day off is transferred to the weekday following the holiday. As an exception, a special procedure for postponing holidays that coincide with weekends may be established. For example, part of the New Year holidays in recent years joined to other holidays, for example, May.

Standard hours in July 2019
In July, with a five-day work week with two days off, there are 23 weekdays and 8 days off.
Working hours in July are:
- with a 40-hour week – 184 hours (40 hours: 5 d × 23 d);
- at 36 – 165.6 (36 hours: 5 d × 23 d);
- at 24 – 110.4 (24 hours: 5 d × 23 d).
Standard hours in August 2019
In August, with a five-day work week with two days off, there are 22 weekdays and 9 days off.
Working hours this month are:
- with a 40-hour week – 176 hours (40 hours: 5 d × 22 d);
- at 36 – 158.4 (36 hours: 5 d × 22 d);
- at 24 – 105.6 (24 hours: 5 d × 22 d).
Annual standard working hours for 2019
In a similar way, you can calculate the standard working time for the year: divide the length of the working week (40, 39, 36, 30, 24, etc. hours) by 5, then, checking the calendar, multiply by the number of working days this year. From the resulting number, subtract the number of hours by which the reduction working hours on days preceding non-working holidays.
Let's look specifically at the situation in 2019. There will be 247 weekdays this year with a five-day work week with two days off. Including 6 pre-holiday days shortened by one hour, 118 weekends and non-working holidays.
The standard working hours in 2019 will be:
- with a 40-hour week - 1970 hours (40 hours: 5 d × 247 d - 6 hours);
- at 36 – 1772.4 (36 hours: 5 d × 247 d – 6 hours);
- at 24 – 1179.6 (24 hours: 5 d × 247 d – 6 hours).

Approval of the production calendar for 2018
The production calendar for 2018 is not approved as an official document. There is neither a federal law nor a government decree, annex to which would be a production calendar for the next year available for viewing and downloading.
At the same time, Article 112 of the Labor Code of the Russian Federation defines non-working holidays, and the Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 “On the transfer of weekends in 2018”. These regulatory legal acts are the basis for the formation of the production calendar for 2018 with weekends and holidays.
Non-working holidays in 2018 according to the Labor Code of the Russian Federation
Non-working holidays in Russian Federation are:
- January 1, 2, 3, 4, 5, 6 and 8 – New Year;
- January 7 – Christmas;
- February 23 – Defender of the Fatherland Day;
- March 8 – International Women's Day;
- May 1 – Spring and Labor Day;
- May 9 – Victory Day;
- June 12 – Russia Day;
- November 4 – Day national unity.
As you can see, the weekends of January 6 and 7 (Saturday and Sunday) 2018, coinciding with non-working holidays, have been moved to March 9 and May 2, respectively. Rest days from Saturday 28 April, Saturday 9 June and Saturday 29 December have been moved to Monday 30 April, Monday 11 June and Monday 31 December respectively. Taking into account such transfers, the 2018 calendar includes six long weekends and holidays:
- from December 30, 2017 to January 8, 2018 inclusive (10 days of the New Year holidays);
- from February 23 to 25 (3 days on the occasion of Defender of the Fatherland Day);
- from March 8 to 11 (4 days - International Women's Day);
- from April 29 to May 2 (4 days for the Spring and Labor Festival);
- from June 10 to 12 (3 days to celebrate Russia Day);
- from November 3 to 5 (3 days, dedicated to the Day national unity).
Five-day and six-day working weeks: working hours in 2018
In 2018, everyone involved in the “five-day week” will work in the rhythm indicated above. For those working on a six-day week, March 9, April 30, June 11 and December 31, 2018 will remain working days, since the transfer of days off to these dates is planned from Saturdays that coincide with non-working holidays, and for the “six-day week” Saturday is not a day off. Therefore, the number of working days, weekends and holidays for these work modes in 2018 will vary.

Clarifications on working time standards
Art. Art. 91 and 92 of the Labor Code of the Russian Federation standardize the working hours for certain categories of workers:
- generally accepted - 40-hour work week;
- for company employees under 16 years old - up to 24 hours/week;
- from 16 to 18 years - up to 35 hours/week;
- for disabled people of 1st and 2nd degree - up to 35 hours/week;
- for workers in hazardous and heavy industries - up to 36 hours/week.
There are also special regimes for students and part-time workers. According to the Labor Code of the Russian Federation and Order of the Ministry of Health and Social Development No. 588n dated August 13, 2009, any company by collective agreement can establish a different working time, which cannot exceed the maximum established by the Labor Code.
Important!
- In organizations with summarized time tracking for periods equal to a month or a year or another period of time, their daily, weekly and monthly norms are calculated based on the work period norms established in the Labor Code of the Russian Federation.
- When accounting for overtime in aggregate, work on holidays and weekends included in this period will not be recognized. This is considered to be overtime processing.
- So, if the period is the 3rd quarter of 2018, then the norm will be 520 hours. This means that overtime is recognized as time worked from 521 hours.
- It is worth noting that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays/weekends will have to be made in double amount.
But in any case, the daily rate is calculated from the standard assumption about the length of the week - 5/2. Even if the organization is on a 6-day schedule. The norm is calculated by dividing the weekly time by 5:
- 40 hours / 5 = 8 hours
- 36h. / 5 = 7.2 hours.
- 24 hours / 5 = 4.8 hours
- Etc.
The standard version of the production calendar takes into account all working time standards provided for by the Labor Code of the Russian Federation. The accountant can only find out the category of the employee in order to calculate his salary.
The monthly norm (MN) is calculated based on the daily norm (DN):

if a reduction in working hours is expected in a month due to a subsequent holiday, then the number of hours of reduction is subtracted from the MT.
For example, the monthly working hours in November 2018 with a 5-day (40-hour) week:

Holidays and shortened days according to the calendar
So, what holidays await us in 2018 and what days will be shortened before these holidays will be described in detail below.
Holidays
Thus, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.
But Russia is a multi-religious country, and its citizens’ holidays may differ. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law “On Freedom of Conscience and Religious Associations” stipulate that the authorities of the constituent entities of the Russian Federation can declare other days as holidays, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. The subject's holidays are included in the subject's PC and affect the standard working hours.
Holiday-day off
Part 2 of Article 112 states: if a holiday falls on a non-working Saturday or Sunday, then in return for this day off, another day of rest is provided - the next working day. This rule is valid for all times except the New Year holidays. So, November 4, 2018, National Unity Day, is Sunday, so the weekend will be November 3, 4 and 5.
In accordance with Article 113, it is prohibited to involve employees in work on holidays. It's easy to remember this when using a PC: dates are highlighted and when you hover over them, pop-up tips - warnings - appear.
Shortening the working day before a holiday
In addition to holidays, the calendar also marks pre-holiday days with a note about the obligatory reduction of the working day by one hour (according to Article 95 of the Labor Code). The “smart” PC will also take into account the days when holidays are moved from a weekend to a weekday.
Transfers of holidays in 2018
There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize rest time, the legislator, in the same Article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is formalized by an annual Government Decree. No more than 2 days can be transferred from the New Year holidays, which has been done for several years in a row.
In 2018, transfers will be as follows:
- From Saturday January 6th to Friday March 9th
- From Sunday January 7th to Wednesday May 2nd
- From Saturday 28 April to Monday 30 April
- From Saturday 9 June to Monday 11 June
- From Saturday 29 December to Monday 31 December
All transfers became officially known in the fall of 2017, but nevertheless, adjustments are still possible, keep this in mind.

What data can be seen on the production calendar
PC is an unofficial document; its introduction and use is not regulated by law. However, in essence, PC is a reflection of some articles of laws on a regular calendar.
In addition to, in fact, the usual calendar with notes on working, weekends and holidays (official and national) days, the PC includes:
- tables with calculated working/non-working time standards by month and quarter,
- numerical information on the number of working hours and days off in each reporting period (from month to year),
- information about postponing holidays and reducing the length of the working day before them.
Who needs a calendar?
The working population of the Russian Federation almost always turns to PCs when planning a vacation.
Accountants use a PC to calculate disability payments, vacation pay, and salaries. Full accrual occurs when working hours are met for the month. Proportional accrual will be made in the case where the employee did not work for the entire month.
In “gray” companies, PCs are used by personnel officers, who are usually responsible for calculating part of the salary “in envelopes”. They also draw up work and shift schedules based on it, and count the number of vacation days to which the employee is entitled.
The rest of the population learns from the PC about professional and other holidays and weekends; uses other information.

Transfers of days off
If a non-working holiday falls on Saturday or Sunday, then the day off is transferred to the next working day (Part 1 of Article 112 of the Labor Code of the Russian Federation).
The Government of the Russian Federation transfers two days off from those that coincide with non-working holidays on January 1-8 to other dates of the calendar year (Part 1 of Article 112 of the Labor Code of the Russian Federation).
For the purpose of rationalization labor process The Government of the Russian Federation may postpone Saturdays and Sundays to other days (Part 5 of Article 112 of the Labor Code of the Russian Federation).
In 2018, 5 holiday postponements are planned:
- from Saturday 6 January to Friday 9 March
- from Sunday 7 January to Wednesday 2 May
- from Saturday 28 April to Monday 30 April
- from Saturday 9 June to Monday 11 June
- from Saturday 29 December to Monday 31 December.
Pre-holiday days
On the eve of official state holidays, working hours are reduced by 1 hour for a 40-, 36- and 24-hour five-day working week (Part 1 of Article 95 of the Labor Code of the Russian Federation). If a holiday falls on a Sunday, the working hours on Friday are not reduced.
In 2018, there are 6 pre-holiday days in Russia: February 22, March 7, April 28, May 8, June 9, December 29.
Working time standards for 2018 in Russia
The duration of a working day or shift with a 40-hour work week with two days off on Saturday and Sunday is 8 hours, with a 36-hour work week - 7.2 hours, with a 24-hour week - 4.8 hours, on a holiday day it decreases by 1 hour .
