October is a busy time for Crimean farmers: rice-growing farms are harvesting valuable cereal crops, and the most optimal time for sowing winter grains, which have become the basis of the economy of most farms. Therefore, our correspondent’s conversation with the chairman of the Krasnoperekopsk regional state administration, deputy of the Supreme Council of Crimea Vasily KOSYANCHUK began with the question of bread.
- Vasily Grigorievich, this year the gross grain harvest in the region significantly exceeded last year. Have KSP paid off the state for the fuels and lubricants and other loans provided to them against the harvest?
Last year, we increased the area under winter grain by almost three thousand hectares, which allowed grain growers to harvest 9 thousand tons more grain than in 1998. Naturally, we hoped that such a substantial increase would give us the opportunity to pay off our debts. But a sharp increase in fuel prices disrupted our plans.
In addition, during the May frosts and hail in some farms on large areas early grain crops died. And now these PSCs are simply not able to return the material loan in the form of grain to the state. Winter crops are being sowed now, and giving away the seed grain, which is the only grain they have left, means jeopardizing the basis of the future harvest.
We have not yet returned 2.3 thousand tons of grain to the state in terms of class III wheat. Most of We will compensate for this debt with rice, but still we will not cover it completely, but only by 88 percent.
We are well prepared for rice harvesting, the pace is high, but its yield is much lower than last year. We were unable to completely and within the optimal time frame treat the crops with herbicides. There are no domestically produced pesticides, and foreign suppliers require advance payment, which our farms cannot afford due to lack of funds.
And yet, 30-32 thousand tons of raw rice will be collected, which will bring us revenue in the range of 30-32 million hryvnia. In addition, we will receive from other industries agriculture 18 million hryvnia. Thus, the region will produce agricultural products worth 48-50 million hryvnia, which is significantly more than last year.
We plan to place winter grains on an area of 23 thousand hectares. We have already sown almost five thousand of them. But the soil is still dry, there is time. There is plenty of fuel stockpiled and the equipment is prepared.
Rice farmers have traditionally sowed wheat in rice paddies using airplanes on three thousand hectares. We have already been doing this kind of sowing, using the green manure method, for four years. And the results are simply excellent - we get 30-35 centners of grain per hectare. In addition, its cost is low, because cultivation costs are minimal.
Production, economic and social problems are closely interconnected: if enterprises do not work, there will be no funds to pay wages, taxes to the Pension Fund, or the local budget. But the volume of agricultural production in the region is lately although not by much, it increased, so we were able to issue salaries to teachers on time. By September 1, we paid in full for 8 months current year. True, there is still a debt for 2.5 months of previous years, but we hope to pay that off before the new year. It is more difficult to pay a pension.
The main concern now is preparing for the winter, which, according to weather forecasters, is expected to be cold. This year at six secondary schools mini-boiler rooms have been equipped, and repairs have been carried out in all except Novopavlovskaya. And the school in Novopavlovka was not repaired on time due to the fault of the builders from Simferopol, now we are doing everything to finish the work before the cold weather.
Unfortunately, the issue of fuel supply has not yet been resolved. There are no funds in the budget to purchase coal and gas for school boiler houses. For these purposes, a subvention was provided from the country's budget; the money was supposed to go to the republic and then be distributed among the regions. But a new one has already begun academic year, but still no money.
On October 1, we held a regular session of the district council, at which we decided to allocate part of the funds from our meager budget for the purchase of fuel.
Using all possibilities, we continue gasification of the villages of the region. Farms allocate money for this, and in 1998 the government returned only 26 percent of the funds spent for these purposes; in 1999, none were received at all. And yet, currently 49 percent of rural houses have gas supply.
- Are the prospects for the development of the region in 2000 more favorable than in the current year?
I am sure that things will be easier for agricultural producers next year. Firstly, with the introduction of a single agricultural tax, the tax pressure decreased and payments decreased noticeably. Secondly, the state restructured part of the farms’ debts and wrote off 4 million hryvnia altogether. Agricultural production in monetary terms is growing, albeit slowly. And this trend gives hope for a better future.
Now we all expect that the Verkhovna Rada of Ukraine will adopt a law on the liquidation of household file cabinets in the bank. This will make it possible to switch to normal commodity-money relations, abandon barter transactions or significantly reduce them.

Today, interest in the use of renewable energy sources is growing all over the world. This especially applies to energy sources such as the sun, wind and bioenergy. Over the past 15 years, the competitiveness of renewable energy sources has increased significantly compared to sources such as oil, gas, coal and nuclear energy.
If this trend continues, renewable energy sources will occupy a larger share of the energy market. Already today we see that renewable energy sources can successfully compete with the construction of new nuclear power plants.
This state of affairs is very pleasing. In a report presented by the UN International Commission on environment and development, today's energy situation is presented as follows:
“We cannot live without energy of one form or another. Future development depends entirely on forms of energy that are continually available in increasing quantities from reliable, renewable sources that are neither hazardous nor harmful to the environment. At the moment we do not have a single universal source that could provide us in the future in accordance with our needs.”
The problem we face is huge, and everyone can contribute to solving it. We can start from the very beginning simple solution, which benefits most of us from an economic point of view, and that solution is: learn to use the energy at our disposal as efficiently and environmentally friendly as possible.

It is possible that these three levels of coordination are separated, and perhaps when performing tasks for which several methods of execution are suitable, autistic people use the most local levels of coordination. The value of such tasks for studying the state of central coordination has been shown in many experiments. For example, Snowling and Frith (1986) showed that autistic people can be taught to produce contextually appropriate (albeit less common) pronunciations of homographs. Weeks and Hobson (1987) showed that when autistic people choose to classify portraits, they classify them by type of headgear, but when asked, they can classify portraits based on the emotion the face expresses. It appears that the weakening of central coordination in autistic individuals is most clearly reflected in their (unconscious) preference for a particular processing style, which may reflect the relationship between these two modes of information processing (holistic and meaningful/local and fragmented).
