“The appointment is not without reason, Filippov is an experienced person. Another question is that in better times The chairmen of the VAK (and then, under the USSR, it was called the Higher Attestation Committee) were well-known major scientists of world renown.

Vladimir Filippov: The state allocated 15,000 free places in 106 universities. I think about 30,000 more students will be added on a paid basis. In many countries of the world - in Africa, Latin America, India, their own systems have already been created higher education, they prepare bachelors well there, but there are still difficulties with preparation at the master's and PhD levels. Russian applicants can enter only by competition. Is there a selection among foreigners?
Vladimir Filippov: Previously, we accepted students on ideological principles. It happened that people immediately after the revolution came to us to study. Universities were even allowed to train them at the preparatory faculties not for one year, but for three. And they were very motivated students. Time has changed, but the tradition of accepting rather than selecting students has become stronger in universities. While American, French, English universities conduct a very strong selection of foreign students. RUDN will recruit those foreigners who have received at least 70 percent of the maximum marks in their countries, and those who have shown good results in the Olympiads held by Rossotrudnichestvo. We participated in the organization of the Olympiad in Africa and entered into an agreement to hold Olympiads in four countries Latin America. Since 2017, we plan to hold ten regional Olympiads.

Time for choosing a specialty and university should be increased. Now many of those who enter our universities have 2-3 weeks to decide and submit documents. This time is not enough. In France, Germany, the state does not interfere with the admission of foreign students, although education is free for them. We have everything painted "from above" to the smallest detail. As a result, a person receives a paper: on such and such a date you need to appear at such and such a university. Or maybe he wants to go to another university ...
This year, almost 500,000 graduates take social studies - economics is still among the most popular among our applicants. What specialties are most in demand among foreigners?
Vladimir Filippov: All medical professions. In second place is a group of engineering specialties, in third - the humanities. Foreigners, unlike Russians, are happy to go to the Agrarian Technological Institute. Unfortunately, a group related to physics, mathematics, and the natural sciences, which is very important for their countries and Russia, is being missed. All over the world, graduates with such Russian diplomas have an advantage, but in many countries there is a weak school preparation in these subjects, and study at our universities in mathematics, physics faculties difficult. There is always a big competition for creative specialties, but here the point is that very few places are allocated for them.
What specialties bring the highest income from foreign students to universities?
Vladimir Filippov: The medicine. This specialty costs $7,800 ($7,000 in Russian) per year for foreigners and 300,000 rubles for Russians. The university can earn not only on paid students, but also on the promotion of advanced training programs.
Another serious task: to think over how to keep the best foreign graduates in Russia. So far, the situation is as follows: we are training personnel in Russia, and the most talented Africans and Indians often then leave for the United States and Western Europe.
What needs to be done for this? Give a graduate a residence permit, an apartment, a place at the university? Will it be to the detriment of Russian graduates?
Vladimir Filippov: We are talking about keeping a maximum of 3-4 percent of foreign graduates a year. To interest them, you need to give them the same thing that Western universities offer them - about the same average salary, the opportunity to rent a house or live in a service apartment, a compulsory medical insurance policy, and reduce taxes. A system of benefits should be developed for universities that leave such graduates. There is already an understanding that for foreigners who have graduated from Russian universities, it is necessary to create a system of advanced training. Otherwise, it turns out that a person who has studied with us for 7 years, after some time, leaves for advanced training in Western countries and retrains on other technologies. And this is a geo-economic issue. There, firms and companies can afford to pay for employee training, while we do not yet. This means that the state should be involved in solving this issue.

Vladimir Filippov: A person can submit a dissertation in English, but we must provide its written translation and simultaneous translation of the defense, because not all members of the council know English language. Moreover, the legislation allows defending a dissertation at any foreign language, but at the same time it must be presented in Russian. So protection in native or English is always an additional cost. More than 95 percent of graduate students write dissertations in Russian.
This year, more than 2,000 Russian students will come to RUDN University. Is something changing in the preferences of school graduates? For example, you have an agrarian faculty. Is there a high level of competition?
Vladimir Filippov: Foreign applicants willingly go to the agrarian faculty, but Russian ones do not. Therefore, we at this faculty, where there are classical specialties - agronomy, veterinary medicine, were forced to open landscape architecture, sanitary and veterinary expertise, and cadastral registration. This is where our graduates go willingly. We had to close the Animal Science program in favor of the Veterinary program.
