1. General Provisions
1.1. This provision has been developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ "Law on Education in Russian Federation”, Charter and order of the Minister of Education and Science of the Russian Federation of December 22, 2014 No. 1601 “On the duration of working hours (norms of pedagogical work for the wage rate.) of pedagogical workers, specified in the employment contract”
1.2. LLC "Avtomobilist" is independent in the implementation of the educational process, the selection, placement of teaching staff, financial and other activities within the limits established by the legislation of the Russian Federation and these Regulations.
1.3. This Regulation governs the rationing and the ratio of educational and other loads of pedagogical work within working week taking into account the number of hours according to the curriculum, the specialty and qualifications of the employee.
1.4. This Regulation applies to all teaching staff (staff, part-time workers) who are in labor relations with an educational institution. The teaching staff of Avtomobilist LLC includes the following positions: teacher, master industrial training.
2. The structure of the working time of teaching staff
2.1. The performance of pedagogical work by pedagogical workers conducting teaching work is characterized by the presence of established norms of time only for the performance of pedagogical work related to teaching work.
The performance of another part of the pedagogical work by pedagogical workers conducting teaching work is carried out during working hours, which is not specified by the number of hours.
2.2. The normalized part of the working time by teaching staff is determined in astronomical hours and includes ongoing training sessions, regardless of their duration, and short breaks (changes) between each training session, established for students. At the same time, the number of hours of the established training load corresponds to the number of training sessions duration not exceeding 45 minutes (for teachers), for masters of industrial training 1 hour of driving = 60 minutes (astronomical hour). The performance of teaching work is regulated by the schedule of training sessions, driving schedules.
The normalized part of the working time of pedagogical workers conducting teaching work is determined by 18 hours.
2.3. Another part of the pedagogical work of pedagogical workers conducting teaching work, which requires the expenditure of working time, which is not specified in terms of the number of hours, follows from their official duties provided for by the charter, internal labor regulations, is regulated by schedules and work plans, and includes:
- fulfillment of duties related to participation in work pedagogical councils, with work on consultations, paperwork, classroom equipment
- the time spent directly on preparing for the work of educating and educating students, studying their individual abilities, interests and inclinations,
- fulfillment of duties additionally assigned to pedagogical workers, directly related to educational process, with the corresponding additional wages (equipment of classrooms.).
2.4. Days of the week (time periods during which Avtomobilist LLC carries out its activities), free for teaching staff conducting teaching work, from conducting training sessions on a schedule, from performing other duties, a teacher can use for advanced training, self-education, training to classes, etc.
2.5. The working hours of teachers who cannot be provided with a full teaching load and are guaranteed payment of the wage rate in full in the cases provided for by Decree of the Government of the Russian Federation of December 22, 2014 N 1601 “On the duration of working hours (norm of hours of pedagogical work for wage rate) of pedagogical workers of educational institutions ", is determined taking into account their additional work to the established norm of hours by other pedagogical work.
2.6. The normalized part of the working time for the master of industrial training is determined by 36 hours per week.
2.7. When scheduling the work of pedagogical and other employees, breaks in working hours that are not related to rest and eating by employees are not allowed, with the exception of cases provided for by this Regulation.
3. Determination of the teaching load for teaching staff
3.1. The volume of the teaching load for teaching staff is set based on the number of hours according to the curriculum and programs, staffing, and other specific conditions in Avtomobilist LLC.
In accordance with the order of the Ministry of Education and Science dated March 27, 2006 No. 69, the annual rate of teaching load for teachers of additional educational institutions professional education cannot exceed 800 teaching hours.
In accordance with the letter of the Trade Union of Workers public education and Science of the Russian Federation of May 11, 2012. No. 113 "Recommendations on the establishment of the teaching load of teachers and lecturers" the annual norm of the teaching load for masters of industrial training cannot exceed 1440 teaching hours
3.4. The teaching load of pedagogical workers who are on parental leave by the beginning of the school year until they reach the age of 3 years or other leave is established when it is distributed to the next academic year on a general basis and is transferred for this period to be performed by other pedagogical workers.
3.5. Teachers' salaries are paid monthly.

Legislative regulation
The minimum standards for practical driving in a driving school during the learning process are enshrined in the order of the Ministry of Education and Science of the Russian Federation "On the approval of exemplary programs vocational training drivers of vehicles of the relevant categories and subcategories ”No. 1408 of December 26, 2013. The standards of practical driving for students in all categories are legally fixed. For each, this standard is different due to the specifics of the category received and the purpose of obtaining a driver's license. Varieties and features of driving hours
The type of driving hours is very important. The actual duration of practical transport management depends on them, which affects the quality of driving skills and the degree of preparedness of the student for exams in the traffic police. So, driving hours are:
- Academic;
- Astronomical.
In the first case, 1 academic hour is only 45 minutes, while 1 astronomical hour is 60 minutes. The variety must be indicated both in the contract and in the curriculum of the selected driving school. If such information is missing, it is worth clarifying additionally. At the same time, one practical lesson in a driving school is 2 hours. The total number of hours also includes the time for exams at the school itself and the traffic police. The total duration of the exams is 8 hours, which shorten the actual practical course (this is legal). Driving schools follow such a path that part of the practical time, usually 6 hours, is spent not in a training car, but on simulators.
In order to provide methodological assistance to driving schools, the Ministry of Education and Science of Russia, by letter N AK-2726/06 dated September 18, 2015, sent clarifications on the issues of vocational training for drivers of vehicles of the relevant categories and subcategories (hereinafter referred to as the Clarifications). The clarifications are presented in the question-answer format (total 13 ). According to the Explanations:
1. All educational organizations that train drivers of vehicles will be able to classify themselves as - professional educational organization with all the ensuing consequences.
2.To positions teaching staff organizations engaged in educational activities for the training of drivers include teachers and masters of industrial training.

5. Organizations carrying out educational activities for the professional training of vehicle drivers may carry out relationships in network form with individual entrepreneurs equated to organizations engaged in educational activities, which are subject to all the rights and obligations of an educational organization, except for individual entrepreneurs directly engaged in educational activities. The relationship between an organization carrying out educational activities and individual entrepreneurs, as individuals, can be carried out on on the basis of an employment contract, and on the basis of a civil law contract.
6. Sample Programs provide for the development of educational programs by educational organizations vocational training drivers of vehicles of the relevant categories and subcategories for persons under 18 years old. According to the traffic rules, a student driving a car must be at least 16 years old.
7. RF legislation not prohibited use of equipment and premises in organizations providing driving training, under a lease agreement.
8. An educational organization has the right to ask in curriculum their educational programs more hours for driving lessons on the vehicle and make additions in the content of educational programs, taking into account the specifics of training in a particular educational organization.
9. Implementation of vocational training programs using e-learning and remote educational technologies legislation of the Russian Federation in the field of education not prohibited.
10Persons with handicapped health are entitled to training in all categories and subcategories of vehicles, but their admission to work is determined by results of a medical examination(surveys). For them, the educational organization should have created special conditions for education.
11. An organization that carries out educational activities on the main programs of vocational training, must have premises for medical activities, in accordance with established requirements.

Article 26. Conditions for obtaining the right to drive vehicles
1. Persons who have reached the age established by this article and have a medical certificate confirming that there are no contraindications to driving vehicles are allowed to take the exams, past in in due course relevant vocational training.

Article 108. Final provisions
1. Educational levels(educational qualifications) established in the Russian Federation prior to the date of entry into force of this Federal Law shall be equated to the levels of education established by this Federal Law in the following order:
1) average (full) general education- to secondary general education;
2) primary vocational education - to secondary vocational education in training programs for skilled workers (employees);
3) secondary vocational education - to secondary vocational education in training programs for mid-level specialists;
4) higher professional education - bachelor's degree - to higher education- bachelor's degree;
5) higher professional education - training of a specialist or master's degree - to higher education - specialist's degree or master's degree;
6) postgraduate professional education in graduate school (adjuncture) - to higher education - training of highly qualified personnel in programs for the training of scientific and pedagogical personnel in graduate school (adjuncture);
7) postgraduate professional education in residency - to higher education - training of highly qualified personnel in residency programs;
8) postgraduate professional education in the form of an assistantship-internship - to higher education - training of highly qualified personnel under assistantship-internship programs.
The letter of the Ministry of Education and Science of Russia dated September 11, 2014 N AK-2924 / 06, says the following, the requirement for higher or secondary vocational education does not mean that employees who do not have the required education cannot be hired for the relevant positions.

9. Persons who do not have special training or work experience established in the "Qualification Requirements" section, but who have sufficient practical experience and competence, perform qualitatively and in full the tasks assigned to them official duties, on the recommendation of the attestation commission, as an exception, can be appointed to the relevant positions in the same way as persons with special training and work experience .
