The requirements are the best recommendations for the material and technical equipment educational process presented in the conditions of entering the state standard for physical culture. The requirements include lists of printed materials (library fund), demonstration printed manuals, technical teaching aids, screen-sound aids, educational-practical and educational-laboratory equipment, and also characterize the lists of sports halls (offices) and school planar sports facilities.
The novelty of the developed requirements. State standard education in physical culture presupposes the priority of the activity approach to the learning process, which determines the development by students of not only subject skills, but also the development of a wide range of general learning skills and generalized methods of activity associated with the formation of cognitive, informational and communicative competence. Therefore, in contrast to the previously existing lists of teaching aids and educational equipment for physical culture, material and technical equipment educational process first of all, the inefficient solution of these problems is oriented towards the creation necessary conditions for the full implementation of the requirements for the level of training of graduates in the subject physical culture. Distinctive feature requirements for the equipment of the educational process in physical culture is the inclusion in the list of non-standard inventory and equipment, measuring instruments used by students in independent forms learning activities. In addition, the requirements include not only the objects and means of logistics that are currently being produced, but also promising ones, the creation of which is necessary to ensure the introduction of the state standard for physical culture.
Principles of selection of objects and means of material and technical equipment. The lists of objects and means of material and technical equipment included in these requirements do not contain specific names, but, first of all, the general nomenclature of objects. This is due to the fact that in modern conditions there is a restructuring of the production sector that provides the material needs of the school, the content basis of textbooks is significantly changing and teaching aids introduced into the broad practice of teaching fundamentally new technologies and methods, carriers educational information and software and methodological support of education.
Most of the included facilities and logistics facilities are multifunctional in nature, can be used in different learning topics in solving various pedagogical problems.
Many of the included facilities and facilities are interchangeable and their use is focused both on teaching specific subject topics and creating conditions for the formation and development of students' skills and abilities.
Implementation of the principle of variability; continuity at different levels of education. The present requirements for equipping the educational process serve as a guideline in creating a holistic subject-developing environment necessary to implement the requirements for the level of training of graduates at each level of education established by the standard. The requirements are based on the tasks of the integrated use of material and technical teaching aids, the transition from reproductive forms of educational activities to independent, search and research types of work, the performance of creative tasks, and the strengthening of the analytical component of educational activities.
These requirements can be clarified and supplemented in relation to the specifics of specific educational institutions, the level of their funding, as well as based on the consistent development and accumulation of their own base of material and technical teaching aids.
Calculation of quantitative indicators. The number of educational equipment is given per one sports hall (office). At the same time, the use of a significant part of these funds is associated with the implementation of not only intra-subject, but also general educational tasks. Equipping with these technical means is considered as an element of the general material and technical equipment of an educational institution.
The specific number of the indicated means and objects of material and technical support takes into account the average calculation of the class occupancy (26-30 students). To reflect quantitative indicators in the requirements, the following system of symbolic notation is used:
- D - demonstration copy (1 copy, except for specially stipulated cases);
- K - a complete set (based on each student, based on the actual class size);
- G - a set necessary for practical work in groups of several students.
Characteristics of educational premises. The gym (office) and the school sports stadium (ground) must meet the requirements of the Sanitary and Epidemiological Rules and Regulations (SanPiN 2.4.2. 178-02). The sports hall and school sports stadiums (grounds) must be equipped with standard equipment specified in these requirements, including specialized educational furniture and technical teaching aids sufficient to meet the requirements for the level of training of graduates of the basic and secondary (full) schools at the basic and profile level. A special role in this regard is played by the creation of technical conditions for the use of computer and information and communication teaching aids.

1. Federal requirements for educational institutions in terms of the minimum equipment of the educational process and equipment of educational premises (hereinafter referred to as the Requirements) are a description of the necessary conditions that ensure the implementation of basic educational programs.
2. Requirements include questions on:
complex equipment of the educational process and equipment of classrooms;
educational and methodological support of the educational process;
material and technical equipment of the educational process;
information support educational process.
3. Requirements for the comprehensive equipment of the educational process and the equipment of educational premises include the creation of conditions that ensure the possibility of:
identifying and developing the abilities of students and pupils in any form of organizing the educational process, organizing socially useful activities, including educational and industrial practice;
work with gifted children, organization of intellectual and creative competitions, scientific and technical creativity and design and research activities in forms adequate to the age of students and pupils, and taking into account the features of the main and additional educational programs implemented in an educational institution;
development by students, pupils with handicapped health basic educational program and their integration in an educational institution, including the provision of individually oriented psychological, medical and pedagogical assistance to them, as well as the necessary technical assistance, taking into account the peculiarities of their psychophysical development and individual capabilities;
participation of students and pupils, their parents (legal representatives), teachers and the public in the design and development of the educational environment of an educational institution, as well as in the formation and implementation of individual curricula and educational routes of students and pupils;
effective use of the time allotted for the implementation of a part of the main educational program formed by the participants of the educational process, in accordance with the requests of students and pupils and their parents (legal representatives), the specifics of the educational institution and taking into account the national-cultural, demographic, climatic conditions in which studying proccess;
use of modern educational technologies;
active use of educational information and communication technologies (including distance learning technologies);
efficient independent work students and pupils;
physical development of students and pupils;
updating the content of the main educational program, as well as the methods and technologies for its implementation in accordance with the dynamics of the development of the education system, the requests of students and pupils and their parents (legal representatives), as well as taking into account the national-cultural, demographic, climatic conditions in which the educational process.
4. Requirements for educational and methodological support of the educational process include:
parameters of the completeness of the equipment of the educational process, taking into account the achievement of goals and the planned results of mastering the main educational program;
quality parameters for the provision of the educational process, taking into account the achievement of goals and planned results of mastering the main educational program;
the availability of textbooks and (or) textbooks with electronic applications that are their integral part, educational literature and materials for all academic subjects the main educational program in the languages of instruction and education determined by the founder of the educational institution;
secure access to printed and electronic educational resources located in the public domain and (or) in federal and regional centers of information and educational resources. At the same time, restriction of access to information that is incompatible with the tasks of spiritual and moral development and education of students and pupils should be ensured;
library staffing with printed and electronic educational resources in all academic subjects curriculum, as well as a fund of additional literature (children's fiction, popular science, reference and bibliographic and periodicals accompanying the implementation of the main educational program).
5. Requirements for the material and technical equipment of the educational process include the creation of conditions that provide the opportunity to:
creation and use of information (including recording and processing of images and sound, performances with audio, video and graphic accompaniment, implementation of information interaction in local and global networks, etc.);
obtaining information in various ways (search for information in local and global information and telecommunication networks, work in the library, etc.);
conducting experiments, including using educational laboratory equipment, material and virtual visual models and collections of basic mathematical and natural science objects and phenomena; digital (electronic) and traditional measurement;
observations (including observation of micro-objects), location, visual presentation and analysis of data; use of digital plans and maps, satellite images;
creation of material objects, including works of art;
processing materials and information using technological tools;
design and construction, including models with digital control and feedback;
performances, compositions (arrangements) musical works using traditional tools and digital technologies (for educational institutions implementing the main general education programs preschool, primary general, basic general and secondary (complete) general education; for specialized educational institutions);
physical development of students and pupils, participation in sports competitions and games;
management of the educational process (including planning, recording (documenting) its implementation as a whole and (or) individual stages (performances, discussions, experiments), monitoring and adjustment);
placement, systematization and storage (accumulation) teaching materials and works of students, pupils and teachers (including the creation of backup copies);
holding mass events, meetings, performances;
organization of rest, leisure and meals for students and pupils, as well as employees of an educational institution.
6. Requirements for information support of the educational process include the possibility in electronic form:
manage the educational process;
create and edit spreadsheets, texts and presentations;
to form and practice keyboard writing skills;
create, process and edit sound;
create, process and edit raster, vector and video images;
individually and collectively (multi-user mode) to create and edit interactive educational materials, educational resources, creative works with static and dynamic graphic and text objects;
work with geographic information systems, cartographic information, object and terrain plans;
visualize historical data (create timelines, etc.);
place, systematize and store (accumulate) materials of the educational process (including the work of students and teachers, information resources used by participants in the educational process);
monitor and record the course of the educational process and the results of mastering the basic educational program of general education;
conduct different kinds and forms of control of knowledge, skills and abilities, to carry out adaptive (differentiated) preparation for the state (final) certification;
to carry out interaction between participants in the educational process, including remote (via local and global networks) use of data generated in the course of the educational process to solve the problems of managing educational activities;
to carry out the interaction of the educational institution with the bodies exercising management in the field of education, with other educational institutions and organizations.

The requirements are the best recommendations for the material and technical support of the educational process, presented in the context of the introduction of the state standard on the basics of life safety. They include lists of printed materials (library fund), demonstration printed manuals, information and communication tools, technical teaching aids, screen and audio aids, educational and practical and educational and laboratory equipment.

So, for example, a significant part of educational materials, including texts of sources, sets of illustrations, schemes, tables, diagrams, are increasingly placed not on printing, but on multimedia media. There is a possibility of their network distribution and formation of their own electronic library on the basis of the study room. In addition, many means and objects of material and technical support are interchangeable, since their use is designed to provide not only the teaching of specific subject topics, but, above all, the creation of conditions for the formation and development of students' skills and abilities.

- D – demonstration copy (1 copy, except for specially stipulated cases),
- TO - full set (based on the actual class occupancy),
- F - a set for frontal work (about two times less than a full set, that is, at least 1 copy for two students),
- P - a set necessary for practical work in groups of several students (6-7 copies).

Material and technical support is one of the most important conditions for the implementation of the main educational program of primary general education. These Requirements for them are aimed at creating a modern subject-educational environment for teaching elementary school, taking into account the goals established by the Federal State Educational Standard of the OO.
The material and technical conditions for the implementation of the basic educational program of primary general education include educational and educational visual equipment, equipment for classrooms and administrative premises. Accordingly, they are the objects of regulation.
The lists of primary school educational equipment (Letter of the Department of State Policy in the field of education “On the List of educational and computer equipment for equipping educational institutions” dated 04/01/2005 No. 03-417 act as regulations; Requirements for equipping educational and administrative premises of an educational institution implementing educational primary education program).
Educational and teaching and visual equipment is of key importance. Its composition is designed to ensure the creation of an educational and subject-activity environment in the context of the implementation of the Federal State Educational Standard, which contributes to the education and development of younger students.
An appropriate educational and subject-activity environment is designed to determine the achievement of the planned results of the development of basic educational programs, contributing to:
- the transition from reproductive forms of educational activities to independent, search and research types of work, shifting the emphasis to the analytical component of educational activities;
- the formation of skills to work with various types of information and its sources;
- the formation of a communicative culture of students.
In accordance with the List, the main components of educational equipment are:
- printed matter;
- printed manuals;
- screen and audio aids, including in digital form, interactive whiteboards;
– technical training aids (means of information and communication technologies);
- games and toys;
- educational and practical and educational and laboratory equipment;
are natural objects.
For individual subjects of the educational program (basic curriculum), additional components are provided, such as, for example, musical instruments (“Music”), a set of tables (posters) on labor safety in the process of technological training of younger students, etc.
The specific content of certain components is determined depending on the content of educational subjects and is reflected in the current regulations (“On the List of educational and computer equipment for equipping educational institutions” and “Lists of typical sets of educational, educational and visual equipment, technical teaching aids and furniture” ).
In accordance with the Concept of Federal State Educational Standards for General Education, sets of educational and educational visual equipment should include three modules:
- a module of educational and educational visual equipment that ensures the optimal implementation of the main educational program;
- a module of educational and educational visual equipment that ensures the achievement of the planned results of education at the elementary school level;
- a module of educational and educational visual equipment that ensures the achievement of the planned results in relation to a specific academic subject that is part of the main educational program (basic curriculum) of an educational institution.
The average calculation of the class occupancy (25 students) is taken into account, as well as whether this object is a demonstration one (at least one copy per class), whether a complete set is needed (one object per student based on the actual class occupancy), whether a kit is needed for the frontal work (at least one copy for two students), whether a kit is needed for practical work in groups (6-7 copies per classroom). In the conditions of a small school, the needs of the class-set are taken into account based on the number of specified funds and logistical support facilities.
It is based on educational equipment produced by domestic and foreign manufacturers. At the same time, special attention should be paid to the development of a new generation of teaching aids that take into account modern trends in engineering and technology. Developers should be especially interested in nanotechnologies, processor technology and robotics.
In the practice of schools to provide the educational process with teaching aids, it is allowed to use objects made in an amateur way by teachers, students and their parents. Such objects may include illustrative materials, video materials, photo albums, layouts, etc.
Resource support for basic educational programs involves a new system of statistical observation.
So, taking into account the actual content of the components of educational equipment, the following additional indicators for primary school should be introduced in subsection 13 "Information on school premises and technical means of education" of Form No. OSH-1 "Information on a daytime educational institution":
- presence (absence) of modules, including standard sets of educational and educational visual equipment, ensuring the implementation of the PROOP;
- the number of interactive whiteboards;
- equipping the primary school classroom in accordance with the requirements of the main educational programs.
The definition of the List of Educational Equipment creates the basis for deciding the issue of equipping the classrooms of the elementary school. At the same time, the List does not exhaust all the equipment of these premises, which includes other components, including specialized educational furniture, equipment for the teacher's workplace. In the classroom, technical conditions must also be created for the use of information and communication teaching aids.
Basic requirements for the classroom (office) and its equipment
Training in primary school usually takes place in one room, which, as a rule, is assigned for its entire period to one teacher and one class. At the same time, there is also the possibility of organizing classrooms for a separate subject. So, music lessons can take place in a music room equipped in accordance with the requirements for the process of musical development of children, labor classes in a school-wide technology room, physical education classes in a school gym (in the latter case, a small gym for students would be the best option). elementary school).
Regardless of the type of educational premises, its equipment should contribute to solving the problems of the main educational programs that ensure the implementation of the Federal State Educational Standard.
Such tasks are the activation of the mental activity of younger students, the formation of a system of universal educational activities, the development of abilities for self-control, self-esteem and self-analysis, the education of a highly organized personality.
The trend towards an increase in the number of subject rooms in primary school suggests that the line “Number of classrooms (including classrooms and laboratories)” of subsection 13 “Information on school premises and technical teaching aids” of form No. ОШ-1 “Information on daytime educational institution"should include two parts, separately highlighting the indicator "Educational (subject) classrooms", according to the list of subjects in the basic curriculum (educational) plan in primary school and the indicator "Equipment of educational (subject) classrooms".
Requirements for equipping the administrative premises of an educational institution of primary general education
Equipping the administrative premises of an educational institution of primary general education is part of the infrastructure for managing the educational process in primary school, as well as the infrastructure for managing the teaching staff. Administrative premises - teacher's room, administrator's offices primary education should be a platform for discussion, making managerial decisions, making value judgments, the focus of pedagogical, psychological, and other related information. Here everything should be conducive to thoughtful, analytical work, a productive exchange of opinions, and in moments of rest - to dynamic relaxation. Due to these circumstances, the equipping of administrative premises as an organic component of the educational and material resource is of great importance for ensuring the implementation of the main educational program of primary general education.

The novelty of the developed requirements. The state standard in informatics assumes the priority of an activity approach to the learning process, the development of a wide range of general educational and subject skills in students, mastery of methods of activity that form cognitive, informational, communicative competence. The material and technical support of the educational process should be sufficient for the effective solution of these problems. In contrast to the previously existing lists of teaching aids and educational equipment in computer science, these requirements are focused on the possibility of studying information technologies and the formation of communication competence, including through their use in the study of various subjects. The requirements include not only elements that are currently produced and supplied to schools, but also promising ones, the presence of which is necessary to ensure the introduction of the standard.
Principles of selection of facilities and means of logistics. The lists of logistics facilities included in these requirements do not contain specific names and characteristics, but a general nomenclature of objects and digital resources, a description of their properties and educational tasks to be solved. The description only provides indicative minimum recommended specifications for information and communication technology products. It's caused by them rapid development on the present stage, as well as a decrease in cost against the backdrop of an increase in the cost of traditional educational equipment. The introduction of the standard will also require the creation of new textbooks and teaching aids that comply with the standard. A significant part of the training materials included in these requirements, including texts, sets of illustrations, diagrams, tables, diagrams, can be presented not on polygraphic, but on digital (electronic) media. The use of digital educational resources increases the effectiveness of educational materials, primarily through the use of interactivity and the possibilities of an activity approach. The widespread use of digital resources reduces the cost of reproduction and delivery due to the low cost of copying and the use of the Internet for distribution.
Implementation of the principle of variability; continuity at different levels of education. These requirements serve as a guideline in creating a holistic subject-developing environment necessary to implement the requirements for the level of training of graduates at each stage of education established by the standard. They proceed from the tasks of the integrated use of material and technical teaching aids, the transition from reproductive forms of educational activity to independent, search and research types of work, shifting the focus to the analytical component of educational activities, the formation of a communicative culture of students and the development of skills in working with various types of information and its sources.
Calculation of quantitative indicators. The number of educational equipment is given in the recommendations per one classroom. In schools with more than one class in each parallel, it is desirable to have more than one classroom. At the same time, the use of a significant part of these technical means is associated with the implementation of not only intra-subject, but also general educational tasks. Equipping with these technical means is considered as an element of the general material and technical equipment of an educational institution.
The specific number of the specified means and objects of material and technical support takes into account the average calculation of the class occupancy, taking into account the fact that classes using information and communication technologies are conducted in subgroups (12-15 students). To reflect quantitative indicators in the requirements, the following system of symbolic notation is used:
D- a demonstration copy (1 copy, except for specially stipulated cases), the letter D also denotes all the equipment required in a single copy;
