At a meeting of the State Council on improving the system of general education in December 2015, the President of the Russian Federation outlined targets for the development of the country's general education, including the creation of a new infrastructure educational organizations providing modern conditions training and education, updating educational equipment, school libraries and other means necessary for the introduction of effective educational technologies and pedagogical methods into educational organizations.
I. Importance of school libraries in modern world
In the modern world, school libraries are becoming the infrastructural basis of educational activities, providing the necessary conditions for the implementation of education focused on self-determination and comprehensive systemic satisfaction of the educational needs of each student, taking into account his psychophysical development and individual capabilities.
The modern school library is information space, which provides equal and open access to high-quality sources of information on any media, including print, multimedia and digital collections.
The educational practice of the leading countries of the world shows that the school library should now take on not only educational, but also educational (including civil-patriotic, spiritual and moral education), information and methodological, cultural and educational, career guidance, providing and leisure functions.
The school library is a social space open to cultural, professional and educational activities of all participants in educational relations, a place of collective thinking and creativity; a key element of the reading infrastructure, a literacy center for the formation of reading skills.
In advanced educational organizations, the school library becomes a natural place for the exchange of relevant pedagogical methods, a space for the development of pedagogical workers. The community of pedagogical workers on the basis of school libraries creates copyright information and educational content of various types: electronic information and electronic educational resources, remote open courses, interactive educational modules, and others.
An important trend in the development of education is the provision by school libraries of infrastructure for e-learning, distance learning technologies. This trend, in line with the principles of continuity in education, implies flexible learning in an information educational environment, which includes electronic information resources, a set of information technologies, as well as a public space for teamwork that allows all participants in educational relations to interact.
In the Russian Federation, as well as throughout the world, school libraries of educational organizations are becoming a significant factor in the development of human capital, their influence in educational activities and in public life is increasing.
II. Problems of development of school libraries
General education in the Russian Federation is undergoing a large-scale restructuring. Per last years in a number of regions of the country, the number of educational institutions has decreased, including in connection with their enlargement, the number of students has increased. According to the Federal State Statistics Service, 45,729 school libraries operate in educational organizations, the total fund of which is more than 616 million copies of books, including textbooks and teaching aids.
The key obstacles to the development of school libraries at present are: inconsistency in the actions of participants in relations in the field of education, imperfection of the regulatory legal framework, staffing problems, weak material and technical base, aging library fund, insufficiency of information resource and software, weak interaction with the business community, based on the principles of public-private partnership.
The existing regulatory framework governing the activities of school libraries does not meet the challenges of the time.
The federal state educational standards of general education (hereinafter referred to as GEF) require updating in terms of establishing requirements for the conditions for the implementation of basic general educational programs, including personnel, financial and logistical conditions in terms of school libraries.
The system of methodological support for librarian teachers, which worked successfully at all levels in the Soviet years, requires modernization. There is no centralized methodological support for school libraries at the federal level and, in most cases, at the regional and municipal levels.
Network interaction of school libraries is not systemic. Various mechanisms of scientific and methodological support for school libraries are being created. Only in certain regions have associations of school libraries and (or) centers for their methodological support been established.
A number of personnel issues need to be resolved. The position of "teacher-librarian" was introduced into the nomenclature of positions of pedagogical workers. At the same time, according to the results of surveys conducted by the Russian School library association, only in every sixth educational organization of the country such a position is included in the staff list.
In accordance with the requirements of the Federal State Educational Standard, the list of services provided by school libraries has expanded, which leads to the need to attract workers with different competencies.
The organization of additional professional education for teachers-librarians requires further development. There is a need for e-courses with the use of distance learning technologies that reveal the issues of effective participation of school libraries in the activities of an educational organization.
In terms of material, technical and information and resource support, there is a discrepancy technical equipment school libraries to the growing demands of modern educational activities, which is expressed in the lack of space, modern furniture for school libraries, multimedia and computer equipment.
Despite the fact that 99.9% of educational organizations are connected to the information and telecommunications network "Internet" (hereinafter referred to as the "Internet"), there is limited access to electronic (digital) libraries that provide access to professional databases, information reference and search systems, as well as other information resources (only 52% of educational organizations have an electronic (digital) library). The organization of access to full-text youth and pedagogical electronic libraries is in great demand.
The collections of classical literature, works by contemporary authors, children's literature, as well as works of a civil and patriotic orientation, used in the development of basic general educational programs, need to be updated.
School libraries are stocked with dictionary editions of inadequate quality. Need to improve procedures and mechanisms professional selection dictionaries of different types of the modern Russian language, state languages republics of the Russian Federation for their use in educational activities.
In terms of software, there is a lack of centralized support for the process of cataloging and providing access to information resources. They require the development and widespread implementation of e-learning technology, information and communication technologies and the exchange of experience among members of the professional community, webinar services, tools to support and monitor the implementation of educational activities.
School libraries have not yet become active subjects of the reading infrastructure being formed in the country and do not fully fulfill their function of educating a qualified reader.
In general, in the Russian Federation there is an accumulated structural lag behind countries that use modern models of schooling.
III. Goals and objectives of the Concept
The purpose of this Concept is to create conditions for the formation of a modern school library as a key tool for a new infrastructure of an educational organization that provides modern conditions for training and education.
The objectives of the development of school libraries in the Russian Federation are:
improvement of legal, scientific and methodological, personnel, material and technical, information and resource and software support for school libraries;
organization of methodological support for the activities of school libraries;
expanding the functions of school libraries for comprehensive support of educational activities in accordance with the requirements of the Federal State Educational Standard;
creation of conditions for additional professional education of teachers-librarians.
IV. Main directions of implementation of the Concept
As part of the improvement of the regulatory legal framework, the Federal State Educational Standards should be updated in terms of establishing requirements for the conditions for the implementation of basic general education programs, including the personnel, financial and material and technical conditions of school libraries.
At the federal level, it is necessary to determine the organization that will be entrusted with the functions of the federal information and methodological center (coordination of the activities of regional information, methodological and resource centers, monitoring and dissemination of best practices, cataloging resource funds, organizing interaction with federal government bodies, state authorities of the constituent entities of the Russian Federation, local authorities, employers and their associations, as well as state organizations and public associations).
In the second half of the 20th century, the functions of the federal information and methodological center were performed by the current structural subdivision federal state budget institution"Russian Academy of Education" information center "Library named after K.D. Ushinsky" (hereinafter referred to as the information center).
The functions of a modern federal information and methodological center should also be entrusted to this information center.
For the effective development of school libraries, it is necessary to unite them into a network on a national scale with support from the federal information and methodological center.
In order to develop staffing on the basis of organizations engaged in educational activities, implementing programs of additional professional education, it is necessary:
create an infrastructure for additional professional education of pedagogical workers involved in library activities, update the system of training of pedagogical and executive employees of educational organizations, including teachers of additional education, employees of state authorities of the constituent entities of the Russian Federation, carrying out public administration in the field of education, local self-government bodies exercising management in the field of education;
to develop a professional standard "Teacher-librarian".
As part of the logistics in each school library, it is necessary:
create targeted high-quality multi-format funds (printed, multimedia, digital) that contribute to the implementation of basic and additional educational programs, including the implementation of individual projects, as well as the comprehensive development of students as a whole;
provide for spatially isolated zones of various types: a zone for obtaining information resources for temporary use, a zone for independent work with resources on various types of media, a zone for collective work with a flexible organization of space, a presentation zone for organizing exhibitions and expositions, a recreational zone for a variety of leisure activities and events;
create conditions for organizing a wide range of means for organizing creative and gaming activities;
ensure free access for participants in educational relations to electronic information and electronic educational resources, taking into account the need to protect copyright and related rights.
As part of the development of information and resource support, it is necessary to:
replenishment of funds with both printed and electronic publications;
provide a centralized cataloging of funds of printed publications, electronic information and electronic educational resources, as well as equipment;
work out mechanisms for involving participants in relations in the field of education in the development, updating and examination of new content of school libraries;
develop mechanisms that provide a self-managed process of creating, updating and filtering content.
To ensure the completeness of the functions implemented by school libraries, their horizontal cooperation should be organized, which involves mutual support of participants in educational relations with information and educational content and material and technical resources.
A promising form of information and resource support for the network of school libraries is cooperation with the libraries of the system of the Ministry of Culture of the Russian Federation, which will create a unified system for servicing all categories of the population with work on general plan, organize the adoption of joint decisions on issues of informatization and improvement of public services.
As regards the development of software for school libraries, it is necessary to:
provide access to modern software tools for working with information, including those based on cloud technologies;
create a unified technological platform that unites the teaching staff of school libraries, realizing the functions of a professional social network, implementation of advanced training programs (including a network university), certification of librarian teachers, the opportunity to participate in different kind voting (online democracy), which provides access to scientific and methodological developments, search for the bank of pedagogical innovations, publication of methodological developments, access to electronic versions scientific and methodological publications and education news.
On the basis of school libraries should be widely disseminated e-learning and remote educational technologies, supported by the author's information and educational content.
To support library service processes, cloud software should be created, including a centralized electronic catalog and an automated information and library system with the ability to plan, acquire, reserve resources and track their return.
To implement interdisciplinary activities, a smart learning system should be created that provides support for distributed collaboration, the preparation of cloud electronic publications, and design and research activities.
In order to develop the reading infrastructure and support the network exchange of resources, it is necessary to develop a resource support system that supports resource reservation, search through external electronic distribution systems, print-on-demand, monitoring the demand for information resources, integration with external funds of limited access information resources.
The implementation of the listed means of supporting the activities of an educational organization will allow school libraries to ensure the implementation of the Federal State Educational Standard and organize productive cooperation between pedagogical and administrative staff within the framework of an educational organization.
V. Implementation of the Concept
The implementation of this Concept will ensure the creation of conditions for the development of educational organizations, including school libraries, which will improve the quality of teaching and studying all academic subjects.
As a result of the implementation of the Concept, a single modern information and educational space will be created, providing the necessary conditions and infrastructure for the systematic updating of the content of general education and comprehensive support for educational activities.
The planned mechanism for the implementation of this Concept is the inclusion of relevant tasks in the ongoing activities of targeted federal and regional programs and programs for the development of individual educational organizations financed from the federal, regional and municipal budgets, extrabudgetary sources.
