Why expel from the institute? You were expelled from the university - what to do next? Regulatory basis for student expulsion
From session to session, students live happily. Some people ignore this rule by diligently visiting couples. And others indulge in all sorts of bad things. But one fine day comes, a careless student comes to the university and sees a list of expelled or candidates for expulsion near the dean’s office. And it has its own surname. This is where the panic begins.
If they want to expel from the university, what should they do? And what to do when you’ve already been expelled? Read the article for details.
Valid reasons for the student
Does the student have a chance to be reinstated at his home institution? It all depends on the reasons for the expulsion. They can be respectful or disrespectful. The first include:
- academic leave due to illness or other reasons;
- caring for sick relatives or children;
- student’s illness, disability;
difficult financial situation, for example, no money to pay for studies.
Self-blame or unjustified reasons
What to do if you were expelled from the university due to good reason? What are they, in general?
- Absenteeism. It’s one thing when you skip a couple once a week, and quite another thing if you go to the university once a week to see a third couple. Or even check in once every two weeks.
- Poor academic performance. You owe three course papers, failed three tests or exams? Step by step march to the exit.
- The new academic year has come, and the student has forgotten to think about it. Two weeks have passed, my friend does not show up at the university. The dean's office has every right to expel him.
- Violation of discipline and university regulations.
- Actions that are contrary to social norms.
So what should we do?
What to do if you were expelled from the university for a good reason? The student has every right to be reinstated. Regardless of whether he studied on a budget or on a paid basis.
How to do this? Let's figure it out together:
- It is necessary to collect documents confirming the serious reason for absence from classes.
- If a student is disabled or ill, he must submit a certificate of disability or illness.
- If it is necessary to care for a sick relative, a similar certificate is taken from the attending physician and certified by the seal of the hospital to which the patient is assigned.
- If there is no money to pay for tuition, certificates of income of the student himself (if he labor activity) and his parents (guardians).
- When taking academic leave, you need to write a statement explaining the reason.
Information has been collected. Now where?
There the student will write an application addressed to the rector. Attached to this application are necessary documents. The application is transferred to the secretary, and he registers the received document.
After reviewing the application, the student will be informed of the rector’s decision. The remaining actions are performed based on whether the student receives a positive or negative answer.
The reason is disrespectful: what to do?
What to do if you were expelled from the university due to absenteeism or poor academic performance? It's much more difficult to recover here. But trying is not torture, as they say. To do this:
- Receive an academic certificate.
- Be sure to take an expulsion order.
- Make a copy of it.
- Collect documents: copy of passport, academic certificate, matriculation certificate.
- A statement is written to the rector. The necessary documents are attached to it.
Let us warn you right away that there is a high probability of getting a negative answer in this case. A number of universities still accommodate the careless student. They only restore it for a fee. And if previously studies were carried out on a budget, then problems may arise with this form. Of course, for those who cannot pay for training.
Other options
What to do if you were expelled from the university, but cannot be reinstated? Don't give up, fellow students. You can always find a way out:
- transfer to another educational institution;
- retraining courses;
- Job;
- your own business.
Now in more detail about each option. How to transfer to another university? First of all, it is necessary to pay off the debts that have arisen. In case of transfer to a similar specialty and coincidence curriculum, this is not necessary. When changing a specialty, the student takes the exams required for enrollment. Writes an application for admission. Provides necessary documents: a copy of the passport, photographs of the applicant, an order of expulsion from the previous place of study, a certificate of maturity, a copy of the grade book and an academic certificate from the previous university. You can start studying after enrollment, and no longer be absent from lectures without good reason.
If you were expelled from the 2nd year of university, what should you do? Try to recover. If the result is negative, go to another educational institution. True, you will most likely have to lose a year. For those who do not have the opportunity to continue their studies at a university, training courses in a particular type of activity will be an alternative. Many universities provide this opportunity. Courses can be taken online. Try to work. As a rule, the enthusiasm lasts for six months to a year. After former student understands that there will be no special prospects without education. And he goes to study.
Your own business. Here you can act with start-up capital and support. If a careless student is the child of rich parents, then you can start your own business. Without having any knowledge.
We are soldiers, we are not to blame
Expelled from the university, what to do with the army? Either “mow” or go to serve. You can also ask your parents to “excuse you”. Buy a certificate with a terrible disease, present it at the “place of requirement”.
Sarcasm, of course. Why not join the army? Many young people, returning after service, pull themselves together and go back to university. Only the army brings some sense to others. After all, after passing conscript service It will be much easier to enroll, and the skills acquired in the army may come in handy.
Conclusion
We talked about what to do if you were expelled from the university. There are several options for solving the problem. And all of them are described in this article.
But the best option is not to skip classes unnecessarily. So as not to create problems for yourself.
The reasons for which they can be expelled from a university are specified specifically in the charter of each educational institution (clause “d” of Article 13 of the Law of the Russian Federation “On Education”) - so first take the trouble to read this very charter. But the standard regulations of universities also contain general rules, according to which they can be expelled for the following reasons:
1) For poor academic performance
You will be considered a failure if you do not pass at least one exam or test by the end of the session. You can be expelled upon the recommendation of the dean of the faculty by order of the rector with the wording “for academic failure”, if you have accumulated several debts on exams in due time - this could be both unsatisfactory grades and non-admission to exams and failure to appear for them without good reason. You can fly out of the university if, after the deadline established by the order of the rector, you have one or more debts on tests or exams - so don’t risk it, gentlemen...
2) For loss of contact with the university
You can be expelled from the University with this wording if you are in certain deadlines did not start studying for good reasons or if you did not leave the academic term for a repeat year of study.
3) For violation of discipline and committing immoral acts (violation of internal regulations)
Gross violations of internal regulations are:
- offensive actions towards university employees;
- appearing at the university while drunk or under the influence of drugs;
- drinking alcoholic beverages on campus and in the dormitory.
You can say goodbye to the University, for example, if you systematically:
- Smoking in places where it is not permitted;
- It is obscene to use foul language within the walls of Alma Mater;
- Damage walls, furniture and other property of the university and dormitory;
- Be noisy in the hostel, turn on TV and radio equipment loudly after 23.00
IMPORTANT: According to the Federal Law of August 22, 1996 N 125-FZ “On higher and postgraduate vocational education» Article 16, a disciplinary sanction, including expulsion, can be imposed on a student of a higher educational institution only after receiving a written explanation from him.
Disciplinary action is applied no later than a month from the date of discovery of the offense and no later than six months from the date of its commission, not counting the time the student was ill and (or) on vacation. You cannot expel a student during illness, academic leave, vacation or maternity leave.
4) For non-payment of tuition (if the student is studying on a paid basis);
Dismissing a student from an educational institution is a complex process. This causes a large number of problems for both the student and the management of the educational institution. There are a variety of reasons why a student may be expelled. This is often due to the student's academic failure, non-payment of fees or lack of attendance. In addition, the student can stop studying at this educational institution on his own initiative. The procedure for expelling a student from a university depends on the specific case.
Why can a student be expelled from a university?
Article 16 The Federal Law on Expulsion from an Educational Institution states that if a student does not comply with the rules of the university, he has the right to be expelled from the educational institution.
- Violation of norms of behavior in an educational institution, as well as failure to comply with general order;
- Falsified documentation was submitted upon admission;
- Violation of payment terms for studies. In this case, after the student pays the debt, he has the right to continue his studies;
- Inappropriate behavior towards other students or teachers;
- Frequent absenteeism, as well as poor academic performance, are the most common grounds for expulsion;
- At the end of the academic leave, the student did not show up for classes;
- Consumption of prohibited foods or drinks on the territory of the educational institution;
- The student came to the university in a state of drug or alcohol intoxication.
Non-attendance
The legislation of the Russian Federation does not provide for punishment in the form of deductions for non-attendance. However, each educational institution has an internal Charter, which states that absenteeism can be regarded as failure, for which the university has the right to expel. The charter contains information about the acceptable percentage of non-attendance, often from 3 to 5.
It should be noted that if the reason for absenteeism is valid, the student has the opportunity to avoid expulsion. However, he will need to prove this with documentation.
Failure to achieve
Academic failure is a student's failure to complete curriculum on passing the session and passing certifications.
A student is expelled for poor academic performance in the following cases:
- Didn't pass exam paper in three subjects during the session;
- If the student does not pass the exam with a positive mark after the second retake;
- When transferring to another faculty, he failed to pass the required subjects;
- Failed to repay the debt within the time period specified by the educational institution;
- Did not pass one of the certification papers;
- The student was unable to cope with the study plan presented by the university;
- Failed to complete the practical part of the training and did not submit the required reports on it.
Valid reasons for expulsion from a university
In addition to unexcusable reasons for expulsion, there are also valid ones, which, when expelled, do not affect the reputation of the student and the educational institution.
List of valid reasons for expulsion:
- Student's wish. If a student has decided that he no longer wishes to receive an education, or the need to complete his studies is related to family circumstances, he should fill out an application addressed to the rector;
- The student was drafted into the army. If a university is implementing a program to gain knowledge in the field of military training, the student has the opportunity to continue receiving education in his specialty, combining the main faculty with military courses. As a result of this, the student receives a rank and is exempt from military service;
- Transfer of a student to another educational institution. There are situations when a student realizes that he has chosen the wrong profession. As a result, he wants to transfer. To do this, they fill out an application addressed to the rector;
- Based on medical report. If due to health conditions the student is unable to continue studying. However, this must be confirmed by the conclusion of a medical advisory commission.
Deduction procedure
- Employees of the faculty dean's office draw up a document indicating the student's desire to stop studying, as well as the reason and date;
- Next, the order is sent to the rector for signature. This should be done within three days;
- After this, dean’s office employees must send the report to the HR department;
- The student must familiarize himself with this document educational institution, and also sign, confirming familiarization;
- In addition, the student is required to sign and present to the dean’s office a bypass sheet, the contents of which include the following: library, contract department, dean’s office, methodologist, dormitory commandant. After affixing all the necessary signatures and seals, the student will be able to pick up the originals of their documents.
The deduction procedure is completed by issuing an order. To draw up an order correctly, you need to familiarize yourself with the structure of filling out the document:
- The full name of the educational institution and location (city) are indicated;
- Name and serial number of the document;
- Personal information about the student;
- Name of the faculty and specialty of the student citizen;
- The form in which the person received education;
- Budgetary or contractual basis of training;
- The main part of the order indicates personal data and course number;
- The reason on which the student is expelled from the educational institution;
- The article of local regulations in accordance with which the deduction process is implemented is indicated;
- At the end of the order, the signatures of the dean of the faculty, the head of the educational department and the vice-rector for educational and organizational affairs are affixed.
How to appeal the rector's order to expel him from the university?
There are often situations when illegal expulsion is made against a citizen receiving education at an educational institution. If there are legal grounds, the student has the right to cancel the expulsion order.
- Availability of valid reasons for skipping lectures or failing a session;
- Expulsion in relation to a student who is on sick leave, on maternity leave or during the holidays is unacceptable according to Federal Law No. 273;
- A citizen undergoing training has the right to appeal against exclusion from an educational institution if a violation of the expulsion procedure is discovered. For example, if a student does not close the session, and a retake guaranteed by law is not provided, he has the right to declare a violation of his rights;
- The student has the opportunity to challenge the expulsion if the university management did not notify the student of the expulsion;
It is possible to appeal an illegally issued expulsion order if the citizen’s complaint addressed to the rector was not taken into account;
- If the deadline during which disciplinary punishment can be applied to the student has been missed. The designated period is one month from the moment the official learned of the fact of the offense.
It is extremely rare for a student to be expelled without the right to reinstatement and almost never instantly. There is always time and a chance to correct the situation.

IMPORTANT: According to the Federal Law of August 22, 1996 N 125-FZ “On Higher and Postgraduate Professional Education”, Article 16, a disciplinary sanction, including expulsion, can be imposed on a student of a higher educational institution only after receiving an explanation from him in writing.

5) For good reasons

Expulsion from a university is a fairly common practice of punishing students. The most common reason is poor performance. This threatens both public sector employees and students on a paid basis; numerous warnings from the dean’s office in such a situation are not obligatory. In addition, reinstatement at a university after expulsion for poor academic performance is not an easy task, because your reputation and status as a “slob”, “truant” and “low student” have already been tarnished.
Main reasons for expulsion from university
All of them can be divided into respectful and disrespectful. In the first case, it is one’s own desire, transfer to another university, or medical reasons. Disrespectful includes:
- academic failure;
- systematic absenteeism (they either directly lead to expulsion or lead to academic failure);
- violation of the rules and regulations of the educational institution.
Expulsion from the university for poor academic performance
The abundance of unclosed “tails” or in the language of the dean’s office “failure to complete the curriculum” is the most common reason for expulsion.
Problems of this kind are possible if:
- three or more disciplines in one session are not “closed” (they cost two marks or there is no access to the exam);
- one subject was not passed by the certification commission (including two retakes);
- the academic difference is not “closed” (when changing specialty);
- debts were not submitted within the deadlines established by the dean’s office;
- the internship was not completed (the necessary reports on its completion were not provided).
Usually, debts roll in like a snowball, and at the end of the semester the surprised student learns that he will soon have to join the army or look for a job, because he will no longer be able to study here. The easiest way is to prevent such a situation in advance, approach teachers in problematic subjects, and, if necessary, order course work online with us to access the session.
What to do after expulsion from the university?
If you couldn’t avoid trouble, then you need to understand what to do next.
The Ministry of Education warns: why are they expelled from a university or college?
The procedure for expulsion from the university is quite simple: the dean informs, explains the reasons, issues an academic certificate, which confirms the fact of completion of training and contains information about all subjects passed with grades.
Reinstatement after expulsion for academic failure is one of the rights of an ex-student. In this case, it will no longer be possible to be on a budget again. Restoration occurs to the same course if all “debts” are closed, or to the previous course with the need to re-take the material already learned.
It is also possible to enroll in another university after expulsion with the need to pass an academic difference - to cover those subjects that were taught in a given educational institution in the previous year, but you did not take them at your previous place of study.
We are also ready to help with recovery, namely closing debts and paying academic differences. With us you can write a custom essay, coursework, tests to order, etc. In most cases, this is what is required to pay off debts and recover.
The expulsion of a student from a higher educational institution is a procedure that is best never to go through, but, nevertheless, it is required to be well represented to every student.
expulsion from the university for poor academic performance
It should be noted right away that the expulsion of a student is a step-by-step process that must be carried out in accordance with current legislation. When making a decision to expel a student from the ranks of students, the rights and interests of both the citizen and the higher education institution must be taken into account.
The issue of expelling a student at the initiative of the administration of an educational institution is considered by a special educational commission.
There are several reasons why a student may be expelled from a university, which can be divided into two groups:
- The student’s own desire, which may be caused either by a transfer to another educational institution, or a decision to complete his studies, or other reasons;
- Initiative of the university management due to failure to implement the curriculum, including low academic performance or failure to eliminate current academic debt; gross violation of the provisions of the charter and internal regulations of the university; low class attendance without good reason; failure to appear for exams without reason. Also, reasons for expulsion may be failure to return from academic leave, the presence of gross disciplinary violations, as well as, in the case of studying on a commercial basis, arrears in tuition fees or violation by the student of other terms of the contract.
Let's now look at the mandatory procedures for expelling a student on the initiative of the university administration.
When a student is expelled for failure to complete the curriculum or for academic failure at the initial stage, the dean of the faculty prepares a reasoned proposal for the student’s expulsion indicating the reason for expulsion and the date of expulsion, which is signed by the rector (vice-rector) within 3 days and transferred to the student personnel department for issuing an expulsion order. The student must be familiarized with the submission upon signature.
Expulsion of students for violation of duties stipulated by the internal regulations and other gross disciplinary violations is determined by Order of the Ministry of Education and Science of the Russian Federation No. 185 adopted on March 15, 2013, by the procedure for applying disciplinary measures to students and removing disciplinary measures from students.
According to this procedure, before applying a disciplinary measure, the university administration must request a written explanation from the student. If after three school days the student does not provide the specified explanation, then a corresponding report is drawn up. It should be noted that a student’s refusal or evasion to provide a written explanation is not an obstacle to his expulsion from the university. The expulsion order contains the following entry: “expelled from the student body (indicate full name), course number, specialty, form of study” and the basis and date of expulsion are stated.
Next, the student should sign the bypass sheet. This will require visiting several services of the educational institution, including the utility block, library, etc. Only by presenting a signed bypass sheet will the student be able to receive back the original documents on basic education (usually a certificate of complete secondary education). The record book is also handed over by the student and, together with an extract from the expulsion order, is stored in the archives of the educational institution.
In addition, a former student can write an application to receive a standard certificate of study at a university (academic certificate), which records the fact of incomplete higher education.
In the event that a student for some reason cannot appear for documents, this can be done confidant(with a notarized power of attorney), or his legal representative (if the student has not reached the age of majority).

The procedure for expulsion from a higher educational institution is unpleasant for both the administration and the student. For management, this is a long, labor-intensive process that requires the preparation of a long list of documents and strict adherence to the procedure for expulsion from the university established by law. The culprit of the emergency will also have to go through not the happiest moments in life, so it is better not to bring the situation to the boiling point and know exactly why they can be expelled from the university.
Reasons for expulsion from university
According to Article 61 of the Federal Law on Education, there are two grounds for expulsion from a university: the initiative of a higher educational institution and the desire of the student, if he:
- decided to transfer to another university;
- changes place of residence;
- are unable to continue their studies due to family (life) circumstances or due to deteriorating health.
At the request of the university, this is always an exception for unjustified reasons, which are considered to be:
- Non-payment. Full-time and contract students correspondence departments You should be especially careful and control the deadlines within which you need to pay money for training. One day of delay, of course, will not be excluded, but if you do not promptly respond to the dean’s notice about the need to repay the debt and do not make a contribution, expulsion from the university for non-payment cannot be avoided.
- Underachievement. This wording comes into force if there are three academic debts in one or more subjects:
- failed tests, exams;
- two unsuccessful retake attempts;
- expiration of the “tails” liquidation period - usually the first 30 days after summer holidays or winter session.
Failures in coursework or practice also count as debt.
Rules for expulsion from a university for poor academic performance based on Model provision about educational institution higher vocational training are compiled by all universities, institutes, colleges, academies independently and are prescribed in the charter, so the timing and number of retakes, periods for paying tuition may vary.
The application of disciplinary measures, which include expulsion, according to the 6th part of the 43rd article of the law on education, is unacceptable during academic leave, illness and holidays.
- Other reasons. These include:
- violation of the internal regulations of the university;
- untimely exit from academic leave;
- unjustified absence from examinations;
- hooligan behavior in dormitories or academic buildings;
- imprisonment.
Fee-paying students may be expelled when they violate the terms of their contract.
Deduction procedure
If expulsion occurs at the request of the student, an application must be written to the rector, which will be considered within a period not exceeding 10 days.
How to avoid expulsion from university
The student is considered officially expelled only after signing the order.
Be careful! In paid departments, tuition fees are charged until an expulsion order is issued, even if the student does not attend classes.
If the initiator of the exclusion is a university, then the administration must first request a written explanation from the student. Refusal to provide information about the reasons for academic failure, arrears in fees, non-attendance, or unwillingness to explain other circumstances that forced the educational institution to raise the question of the student's status does not prevent expulsion.
If satisfactory and respectful explanations are not provided or there are compelling reasons for disciplinary action, the dean of the faculty sends a reasoned proposal for expulsion to the rector's office. Within three days, it is signed by the head of the university and transferred to the student personnel department, where the corresponding order is issued.
What documents are issued to an expelled student?
In exchange for a walk-in sheet signed in the library, utility room, or dormitory, the ex-student receives his school certificate and all original documents provided upon admission. When transferring to another educational institution, an academic certificate will be required, which lists the courses completed, indicating the number of hours attended and grades received.
It is extremely rare for a student to be expelled without the right to reinstatement and almost never instantly. There is always time and a chance to correct the situation.
