Students who have encountered financial difficulties or are endowed with benefits can count on receiving a social scholarship. It does not replace the basic scholarship, but is paid additionally. Who is entitled to a social scholarship?
The issues of payment of social stipends are regulated by the following regulatory framework:
- Federal Law of December 29, 2012 N 273 "On Education in the Russian Federation";
- RF GD dated 12/17/2016 N 1390 (as amended on 04/21/2018) "On the formation of a scholarship fund";
- RF GD dated July 2, 2012 N 679 “On increasing scholarships ...”;
- Order of the Ministry of Education and Science of the Russian Federation of December 27, 2016 No. 1663 "On approval of the appointment procedure ...".
According to the provisions of these NLAs, the state social scholarship is paid only to full-time students. Correspondence students are not eligible for this assistance, even if their candidacy falls into the categories listed below.
The following can apply for the scholarship:
- Orphans and those who were deprived of parental care. The latter include minors whose parents:
- were deprived of parental rights or restricted in them;
- disappeared without a trace;
- serving a sentence in prison;
- unknown;
- incompetent.
This category also includes students for whom the court has established the absence of parental care. Usually they enjoy benefits until the age of 18, but if they enter full-time education, then the grace period is extended to 23 years.
- Disabled people. However, not everyone with a disability will be able to apply for a social scholarship. For example, disabled people of the 3rd group, by law, cannot count on receiving it. Potential recipients are:
- children with disabilities, that is, persons with disabilities who are under 18 years of age;
- disabled since childhood, that is, persons over 18 years of age who received disability in childhood;
- disabled persons of groups 1 and 2 - persons over 18 years of age who have passed the MSEC and received a disability of the corresponding group.
The moment of receiving the disability does not matter. You can apply for a scholarship even the next day after receiving a disability in the middle of the academic year.
- Affected from radiation at the Chernobyl nuclear power plant, tests at the Semipalatinsk test site and other radiation disasters.
- Students who have completed at least 3 years of service in the troops of the Ministry of Internal Affairs, the Federal Security Service of the Russian Federation, under the executive authorities, as well as those who became disabled due to illness or injury received during the service.
- The poor. This category refers to persons whose average per capita income in the family is below the subsistence level. However, if it rises, the recipient of funds will have to inform the dean's office about this, since the basis for paying the scholarship will disappear.
This is a list approved at the federal level. However, for some categories of vulnerable segments of the population that are not included in this list, social stipends may be awarded by the decision of the authorities at the local level. In particular, such persons include disabled people of the 2nd group, members of large families, children brought up in single-parent families (there is only a mother or only a father), students caring for sick relatives or disabled people, married student couples, combat veterans. It is better to check with the dean's office about who is entitled to a social scholarship at your university.
How to get a social scholarship?
The provision of this kind of assistance from the state is declarative in nature. Even if you belong to one of the above candidates, this does not mean that you will automatically receive a social stipend on your card or account. It is necessary to collect documents for receipt, as well as contact the competent authorities. The sequential algorithm of actions is described below.
STEP 1. Visit to social security at the place of registration. Here they will tell you whether you meet the conditions for receiving a payment, and also what documents are needed for a social scholarship specifically in your situation. Usually this is a certificate of family composition, income (for each family member), education and scholarships, disability (or other document confirming the basis for awarding a scholarship).
STEP 2. Issuance of a 2-NDFL certificate at the place of work (study). Each member of the family must take this form from the place of work (pensioners - in the pension fund, unemployed - in the Employment Center). This also applies to cases where the student's parents are registered at different addresses, but are not divorced.
STEP 3. Contacting the dean's office. Here you need to get 2 references:
- that the student is studying in this institution;
- about the scholarship for the last 3 months.
STEP 4. Obtaining a certificate of family composition. It can be obtained in several ways:
- at the MFC;
- order on the website of public services;
- in the passport office (UFMS);
- at BTI;
- in a homeowners association (HOA).
It is valid for only 10 days, after which the document will have to be issued again. For its registration, you need a passport, a house book and a title document for housing.
STEP 5. Submission of a package of documents and applications to social security. The collected documents must be submitted to the social security, where a certificate for receiving a social scholarship will be issued.

Starting from 2017, new rules for the appointment of social scholarships are in force. For several years, the decision on whether to assign this type of assistance to a student or not is decided by the management educational institution at a meeting of the special commission. Until 2017, the solution of this issue was within the competence of the social security authorities.
Also in 2018, another innovation began to operate. Scholarship allowance is issued only to those students who can confirm the fact of receiving state social assistance.
Is there an academic social scholarship?
According to the current legislation, the concepts of "academic" and "social" scholarship are separated, that is, they are different types financial assistance to students.
The academic scholarship is the usual scholarship, which is paid to each student on the budget in case of successful closing of the session at "4" and "5". The social one is considered additional to the main scholarship, which is not of an incentive, but of a social nature. That is, it is paid to socially unprotected segments of the population, the categories of which are indicated above. However, their list can be expanded by the university at its own discretion, if it has the funds to sponsor additional categories.
The amount of the social scholarship in 2019
The amount of the scholarship is set by each institution individually, however, it cannot be less than the standards established by Decree of the Government of the Russian Federation of December 17, 2016 N 1390 (as amended on April 21, 2018) "On the formation of a scholarship fund", namely:

Do students receiving state social assistance receive a social stipend?

Social scholarship during academic leave
Even if a student takes an academician, he will continue to receive a social scholarship (as opposed to a regular scholarship!). This is discussed in paragraph 23 of the Order of the Ministry of Education and Science of the Russian Federation dated December 27, 2016 No. 1663. According to its provisions, the fact that a student is on academic leave is not a basis for terminating the payment (appointment) of a state social scholarship.
However, if during the academic period the basis on which the scholarship was paid disappears, the student will be deprived of it.
Example. Izmailov K.V. in the middle of the 4th year he took an academic leave for 1 year. 9 months after the vacation, he turned 23 years old. And, meanwhile, accruals were made to him on the grounds that he was an orphan child. This category continues to enjoy benefits while studying until the age of 23. Do session debts affect the payment of social stipends?
The state social scholarship is not an encouragement for the successful development of a student educational program. It acts as a measure of material support for students who find themselves in an unfavorable financial situation.
The condition for awarding a scholarship is one of the grounds, an exhaustive list of which is specified in Art. 36 of the Federal Law "On Education in the Russian Federation". Item like " successful delivery session" or "no debt" in the article. Since the legislative framework and by-laws do not establish the possibility of suspending the payment of state social scholarships if there is a debt on the results of the session, depriving a student of payments will be considered illegal. Also, the university cannot prescribe such a condition in the local act.
Payment procedure
The stipend is paid every month. Every year, a student needs to confirm the existence of grounds for receiving it, that is, before the start of the academic year, they need to re-collect documents and submit an application along with a certificate to the dean's office.
Payments are terminated only in case of loss of the basis for its appointment, as well as the expulsion of the student from the educational institution.
If a student has taken an academician, maternity leave, as well as parental leave, the payment of social scholarships does not stop.
According to Article 36 of the Federal Law "On Education in the Russian Federation", a state social scholarship is assigned from the date of submission to the dean's office of a document confirming the appointment of state social assistance, for one year from the date of assignment of the specified state social assistance.

The procedure for applying for a social scholarship
Universities have the right to independently determine the amount of social scholarships for low-income students. At the same time, it should not be less than the minimum established by the Ministry of Education.

Who is eligible to receive
The list of persons entitled to receive social financial assistance is determined at the federal level. The social stipend provided for the poor is assigned only with documentary confirmation by the applicants for the allowance of their need, namely, the level of income in terms of one family member must be less than the subsistence minimum adopted in each particular region of the country.
- Children from a large family;
- young parents;
- Children whose parents are recognized as disabled non-working groups (I and II).
To receive monthly social assistance, a student must verify their status. The state social scholarship, in accordance with the current legislation, is granted to persons who have submitted documents to the educational institution - grounds, for each category of beneficiaries they are different.
The termination of the payment of a scholarship does not depend on the student's academic performance, since the measure is not stimulating, but financially supportive. If a person has confirmed his right to receive this benefit, the educational institution cannot refuse him. Termination is only possible:
- upon graduation from an educational institution (including upon expulsion);
- in the case when the status that affects the receipt is lost (the student ceases to be considered poor, a decision is made to remove the disability).
On the grounds specified in the second paragraph, the recipient of the benefit must notify the dean's office about this, since if the student receives the benefit without justification, he may be held liable.
Are social stipends due to payers?
In addition to the established list of persons applying for social scholarships, the legislation establishes two mandatory conditions. First, training should be provided on a budgetary basis. Secondly, the form of study chosen by the student is only full-time.
However, if a student is on academic leave or parental leave until he is 3 years old, this will not be a legitimate reason for interrupting the transfer of social scholarships. If the student is asked to write any kind of refusal for the period of absence, this will be illegal.
Students of evening and correspondence faculties are deprived of receiving benefits, because the development of educational programs for them takes place on the job.
Paying students are also not eligible for this benefit. If the student’s education is paid for by him or his parents, then if he becomes an orphan or is recognized as disabled, some universities provide for a transfer to free education. But this becomes possible with high performance. Also, taking into account the financial difficulties of students, the management of the educational institution meets halfway and provides a deferred payment.
Given the direction of social policy in Russia, in 2019 it is planned to establish new benefits for families with children. It is possible that this will also apply to student support measures.
Amount of financial assistance
The amount of material assistance is established by government acts. Minimum values are set, which depend on the level of the educational institution:
- 730 rubles - for students in colleges;
- 2010 rubles - for students in state universities.
Less than the above indicators, the amount of social scholarship cannot be assigned. From the educational program: bachelor's, specialist's or master's degree does not depend. The payment is made in one payment per month.
Regulatory acts stipulate that some students are guaranteed an increased social scholarship. Only students who meet the following conditions are eligible to receive it:
- Freshmen and sophomores;
- Education goes on undergraduate and specialist programs;
- They have good academic performance, there are no "satisfactory" points in the record book;
- They belong to one of the categories of the legislative list of students-beneficiaries, considered earlier;
- Does not belong to the specified categories, but has not reached the age of 20 at the time of awarding the scholarship and the only parent of the student has a group I disability.
According to Government Decree No. 679, the amount of the allowance is 6307 rubles. The specified value is an irreducible minimum, institutions have the right to increase it. The order of the Ministry of Education contains a rule according to which: the amount of scholarships, including increased social ones, must be greater than or equal to the subsistence minimum per person in the whole country.
This indicator is approved by the Government of the Russian Federation for each quarter of the calendar year. To assign an increased scholarship, an educational institution forms its own scholarship fund, taking into account the 4th quarter of the previous year. The increased amount of cash payments is established at the end of the session.
In case of termination of studies, the social stipend, including the increased one, is paid in proportion to the time that the expelled student devoted to study from the first day of the calendar month to the day of expulsion.
Who makes the appointment
The state social scholarship is appointed by order of the head of the institution, the rector of the university or the director of a vocational school, college. The order specifies the date from which payments begin. This is the date of presentation to students required documents confirming his right to receive social scholarships.
A document certifying that a student belongs to one of the preferential categories must contain a period for maintaining such status. If a we are talking about an indefinite certificate (for example, a veteran's certificate, a certificate of disability, about the absence of a guardian), then the appointment of a preferential scholarship occurs before graduation. Since January 1, 2017, the procedure for awarding scholarships has changed for low-income citizens. They were obliged not only to confirm the lack of income, but also to receive state assistance. For those students who are recipients of state social assistance ( the poor), the scholarship is awarded exactly for 1 year, as well as social assistance from the state.

The procedure for assigning any kind of payments is fixed in the relevant local act of the educational institution. Size decision social benefit from the budget to students is accepted by the Academic Council, taking into account student opinion and representatives of the students' trade union (when it is established in an educational institution). The accepted level of the scholarship should not be less than the normatively established one.
How to apply for
In order to apply for a social scholarship, you must first worry about the availability of all necessary documents. In the Department of Social Policy, certificates are prepared from 2 weeks to a month, and documents on the basis of which social payments are made must be submitted to the dean's office until the beginning of October while writing a statement.
The status of an orphan and a person left without care is confirmed by a certificate from guardianship, veterans provide a certificate, for persons with disabilities, the certificate indicates the duration of the restrictions.
To go to the district Department of Social Policy, a student needs 2 types of certificates from an institute or college: about receiving a scholarship and about studying at this institution. Based on these papers and a copy of the passport, the applicant will be issued an appropriate certificate for receiving a social scholarship.
Also, the state agency will additionally request the following documentation if the student is a low-income student:
- Certificate No. 40, which is taken at the place of residence and reflects the composition of the family living at a specific address;
- 2 personal income tax with data for the previous 3 months for all working family members, as well as other documents evidencing the total family income (it also includes pensions, benefits, maintenance payments). If a healthy, able-bodied family member has no earnings, he brings a certificate stating that he is registered with the labor exchange;
- Copies of passports, birth certificates of younger family members.
The status of a poor citizen is confirmed annually. Social stipend for other reasons is assigned before graduation.
